ECONOMIC SUCCESSES OF THE REPUBLIC OF NORTH OSSETIA-ALANIA AND ENVIRONMENTAL CONCERNS OF THE POPULATION (2010-2015)

Abstract:

The stabilization of the internal socio-political landscape in the Republic of North Ossetia– Alania allowed for a focus on the republic’s economic development. The aim of this article is to analyze the conflict between further economic development, involving industrial projects, and local environmental concerns, as well as its impact on the socio-political landscape of the RNO-Alania in the period 2010-2015. The methodology of this research includes logical analysis of literature and primary sources, and a historical-systemic and structural approach. The relevance of this topic is determined by the typical nature of this conflict, which maintains its significance for the contemporary socio-economic situation, and the value of analyzing the historical experience of the clash between economic development and environmental concerns in the territory of the RNOAlania. The scientific novelty of this article consists in the attempt, based on the state reports of the Government Committee of the Republic of North Ossetia–Alania for Environmental Protection and Natural Resources, the Strategy for the Socio-Economic Development of the North Caucasian Federal District and the Strategy for the Socio-Economic Development of the Republic of North Ossetia– Alania, as well as media publications, to analyze the root of the population’s key dissatisfaction with the environmental situation in the republic and its channeling in the period 2010-2015. Environmentally harmful emissions, particularly from the “Elektrotsink” plant, provoked mass discontent, which spilled over into public rally activity and constant attention to the issue at the level of the Parliament and Government of the republic. These sentiments were channeled against any large enterprises being built on the republic’s territory, such as the cement plant in Alagir. Negative sentiments, in turn, were seized upon by opposition forces, such as the “Yabloko” party, to boost their own image against the backdrop of the population’s environmental fears. The opposition organized anti-industrial rallies, specifically criticizing the economic development strategy, and positioning themselves as key defenders of the population from environmental shocks. Such forces were unwilling to engage in constructive dialogue with the authorities or plant owners, insisting solely on the need to cancel the construction of even potentially hazardous enterprises.
